The CoSN-Gartner TCO tool includes costs for the local area network infrastructure within schools. This can include school owned infrastructure between buildings. Wide area networks are not specifically covered by this tool, but certainly need to be part of any network-focused cost study. ISP's and other network service providers can be included under TechnologyOther/External Application Service Providers.

Network Computing offers a TCO series which discusses TCO considerations for various network types. 

TheLippis Report provides a podcast and video message in "Best Practices To Balance Network Total Cost Of Ownership."

Network Strategy Partners has evaluated the TCO of passive optical LAN networks versus the traditional switched networks in their white paper, "Transformation of the Enterprise Network Using Passive Optical LAN."

The BT Journal by Springer Netherlands offers help in understanding the TCO of building and maintaining your own network in their white paper, "Telecommunications Network Total Cost of Ownership and Return on Investment Modelling."
