It provides a numerical score that can be easily communicated to policy makers and the public.

Then get a more in-depth analysis by using the District Security Planning Grid to clarfy your current status, pinpoint areas of concern, and identify next steps. Maximum score is 100 points. Give partial credit for solid progress toward completion of any item.
