As state and school districts invest in assessment systems and data systems to track student performance, the National Council on Teacher Quality has examined the extent to which teacher preparation programs are training teachers to understand assessment data and use it to inform instruction.   Teachers, especially new teachers, reflect that they are not comfortable with the process.
