Energy savings certificates (ESCs) are used in some states as a mechanism through which third parties, such as commercial and industrial companies, can help utilities comply with energy efficiency targets. This issue explains ESCs and discusses their role in compliance markets.

The certificates keep track of the measurement and verification of the actual reduction in energy usage. Once an organization has earned Energy Efficiency Certificates, they can be sold be to utilities and others participating in such programs. Utilities in regulated jurisdictions and organizations participating in voluntary programs will pay to obtain Energy Efficiency Certificates. In regulated jurisdictions, certificates are selling for between $10 and $15 per megawatt hour; in the voluntary jurisdictions they are going for $3 to $5 per megawatt hour.
