ARRA money has to be obligated by September 30, 2011. The U.S. Department of Education's June 17 ARRA Spending Report shows $1.8 billion in unobligated Title I funds, $2.4 billion unobligated under I.D.E.A., $2.4 billion in unobligated Education State Grants under the State Fiscal Stabilization Fund and smaller unobligated amounts in several other programs. In February the unobligated amounts were $3.8 billion for Title I, $4.6 billion for I.D.E.A. and $7.2 billion for SFSF, so it's clear that districts have been steadily spending down the funds in their ARRA accounts over the past several months.
