Easy question - hard to answer.
This District Administration report indicates that results of one-to-one student computing projects are somewhat inconclusive. Without using any Value of Investment (VOI) methodology to determine up front what they wanted to accomplish -the goals of the program - in measurable terms, how can one go back and determine success or failure?
