"The more successful IT organizations take an evidence-based approach, finding objective information to quantify the value of these benefits, according to the report. That's surprisingly unusual – a Cutter survey on IT business cases found that only 2 percent of respondents say they always quantify the benefits, while 68 percent say they never, rarely or sometimes do."
