Report from Scotland and the Netherlands: Real Investment/Real Innovation

In November, 2009, CoSN lead a US delegation to the Netherlands and Scotland as part of its ongoing efforts to facilitate a global conversation of the use of Information and Communication Technologies (ITC) in education. Guided by the fundamental assumption that we can lean from other countries, just as other countries can learn from us, the goals of the delegation were to:
  • Determine how strategic investments in ICT by Scotland and the Netherlands are preparing students for success in a global economy;
  • Explore innovative uses technology, including Web 2.0 collaborative tools, national learning platforms and other cutting edge applications;
  • Discover common challenges in using ICT to transform learning;
  • Identify innovative policies and practices in Scotland and the Netherlands that might be replicated in the US; and
  • Share our findings with interested groups and individuals.

Weathering the Storm 2010 Compendium

CoSN recently released the first monograph from its forthcoming four-part 2010 Compendium.  The monograph titled Weathering the Storm provides insight from district and regional school leaders on how to respond to budget constraints related to the economic crisis, without cutting vital technology services. The Compendium monograph details eight approaches for dealing with the economic crisis, as shared by ten chief technology officers (CTOs) and superintendents from school districts across the nation.

Obama Administration's Education Plan Emphasizes Flexibility, Resources & Accountability for Results

The Obama administration's blueprint to overhaul the No Child Left Behind Act (NCLB) will support state and local efforts to help ensure that all students graduate prepared for college and a career.  Following the lead of the nation's governors and state education leaders, the plan will ask states to ensure that their academic standards prepare students to succeed in college and the workplace, and to create accountability systems that recognize student growth and school progress toward meeting that goal. This will be a key priority in the reform of NCLB, which was signed into law in 2002 and is the most recent reauthorization of the Elementary and Secondary Education Act of 1965 (ESEA).

FCC Sends National Broadband Plan to Congress

The Federal Communications Commission delivered to Congress a National Broadband Plan setting an ambitious agenda for connecting all corners of the nation while transforming the economy and society with the communications network of the future -- robust, affordable Internet.

 “The National Broadband Plan is a 21st century roadmap to spur economic growth and investment, create jobs, educate our children, protect our citizens, and engage in our democracy,” said Chairman Julius Genachowski. “It’s an action plan, and action is necessary to meet the challenges of global competitiveness, and harness the power of broadband to help address so many vital national issues.”

i3 grant released -- Schools, districts, ESAs, non-profits may apply. Applications due in 60 days

The U.S. Department of Education announced the availability of the grant application for the highly anticipated Investing in Innovation (i3) program. These grants are intended to support local districts and nonprofit organizations—working in partnership with several districts and/or several schools—as they seek to implement educational innovations with promising or demonstrated effective outcomes for students.
The competitive grants will be awarded to applicants with a record of improving student achievement and attainment in order to expand the implementation of, and investment in, innovative practices that are demonstrated to have an impact on improving student achievement or student growth, closing achievement gaps, decreasing dropout rates, increasing high school graduation rates, or increasing college enrollment and completion rates.
There are three types of grants for which funding is available under the i3 program: Scale-up Grants, Validation Grants, and Development Grants. Applicants will have 60 days to develop applications. The notice of final priorities, requirements, definitions, and selection criteria (NFP) for the i3 program can be found at http://www2.ed.gov/programs/innovation/index.html
