Benigni\, Ed.D.\, is an educator with over 25 years of experience\, including 16 as Superintendent of Meriden Public Schools. He has served in various roles\, from special education teacher to mayor of Meriden. Dr. Benigni has led Meriden Public Schools to numerous awards. He was also recognized as an AASA’s and CoSN’s Digital Superintendent of the Year and selected by EdWeek as a Leader to Learn From. Dr. Benigni previously served as the President of the Connecticut Association of Public School Superintendents. Under his leadership\, the district achieved its highest academic scores in history and received awards from various educational organizations. Dr. Benigni is a published author and frequent presenter at national conferences. He has taught doctoral classes\, published numerous articles\, contributed to book publications\, and authored three books. His latest book\, Leveraging Social Media for District Improvement\, was just released by Bloomsbury Publishing in December 2025. \n\n\nDr. Timothy Broadrick has served as a superintendent in Massachusetts and New Hampshire. He previously taught at the high school level and was a district director of technical programs\, also overseeing technology operations. He is committed to seeking innovations within the public school system. His New Hampshire school system operates the state’s first public school choice program\, hosts a public virtual school open to all students in the state\, and employs nearly half of the Google Certified Trainers currently working in New Hampshire schools. \n\n\nDr. Matthew Friedman is an accomplished educator and visionary leader with over 25 years of experience in public education. As Superintendent of the Quakertown Community School District near Philadelphia\, he has spent nearly two decades in transformative leadership roles\, including director of curriculum\, chief academic officer\, and assistant superintendent. Dr. Friedman has led major initiatives such as Career Language Integration (CLI)—a groundbreaking K–12 approach to career exploration—and the district’s Career Pathways Program\, aligning academics with workforce trends to prepare students for life beyond graduation. In addition to his K–12 leadership\, Dr. Friedman teaches at the university level\, mentoring future educators and doctoral candidates. He is widely recognized for creating innovative\, student-centered learning environments\, building community partnerships\, and inspiring systemic change that empowers educators and students to thrive in an ever-changing world. \n\n\nLinnette Attai is Project Director for CoSN’s Student Data Privacy Initiative and Trusted Learning Environment Program. As founder of the global privacy consulting firm PlayWell\, LLC\, Linnette delivers strategic advice and training\, policy development\, and technology assessments\, and builds cultures of compliance across a wide range of organizations. She also serves as virtual chief privacy officer and GDPR data protection officer to select clients. Linnette is a recognized expert in the youth and education sectors and speaks globally on data privacy matters. She is a TEDx speaker and author of the books Student Data Privacy: Building a School Compliance Program\, Protecting Student Data Privacy: Classroom Fundamentals\, and Student Data Privacy: Managing Vendor Relationships. \n\n\nAbout the Moderator \nAnn McMullan is Project Director for CoSN’s EmpowerED Superintendents Initiative\, created in partnership with AASA\, The School Superintendents Association. Ann served as Executive Director for Educational Technology in Klein ISD\, near Houston\, Texas\, until September 2013\, when she and her family moved to Los Angeles\, California. For 16 years\, Ann led the district team that provided professional development on technology and 21st century instructional strategies to 4\,000 educators serving 50\,000 students. She was Co-chair of the Texas Education Technology Advisory Committee\, which developed the Texas Long Range Plan for Technology. He was previously Superintendent with the Jacksonville North Pulaski School District and Westside Consolidated School District in Arkansas. He served in various roles prior to becoming superintendent. He has 34 years of experience in education. \n\n\nDr. Deborah Kerr serves as Superintendent of the St. Francis Public School District\, bringing over 40 years of educational leadership to her role\, including 26 years as a Wisconsin superintendent. Her career began at the prestigious University of Chicago Laboratory Schools and has included roles as a teacher\, middle school principal\, adjunct professor\, and state championship coach. Dr. Kerr earned her doctorate in educational leadership from National Louis University\, a master’s from the University of Alaska–Fairbanks\, and a bachelor’s from Valparaiso University. A Past President of AASA (2019)\, she currently chairs the Education Market Association\, championing the power of learning spaces as the “third educator.” Passionate about empowering women leaders\, Dr. Kerr founded and co-leads AASA’s Bold Women—Bold Conversations and the EDmarket Bold Women Collective. She believes that “we all rise when we lift one another.” \n\n\nDr. Michael Lubelfeld has served as a public school superintendent in Illinois since 2010 and currently leads North Shore School District 112\, serving Highland Park and Highwood just north of Chicago. A nationally recognized educational leader\, he speaks widely on leadership\, student voice\, global service learning\, innovation\, and the future of schools. He is the co-author of The Unlearning Leader (2017)\, Student Voice (2018)\, The Unfinished Leader (2021)\, The Unfinished Teacher (2024)\, and the new Leading for Tomorrow’s Schools Today (2025). Dr. Lubelfeld’s leadership has earned multiple honors\, including the Rotary Service Above Self Award (2025)\, IETL Delta Award for Innovation (2025)\, the Robert H. Koff Award from the National Superintendents Roundtable\, and recognition as a Top 100 Influencer in Education. He is a 2025 ISTE-ASCD Generation AI Fellow and a 2025-26 Google-GSV Fellow. Mike and his wife\, Stephanie\, live in suburban Chicago\, where they raised two children. \n\n\nPete Just\, CETL\, CCRE\, serves as CoSN’s Generative AI Subject Matter Expert and Project Director\, and is Executive Director of the Indiana CTO Council. A nationally recognized thought leader in K-12 technology and cybersecurity\, Pete retired in 2022 as CTO and COO for MSD of Wayne Township\, where he led transformative IT and facilities initiatives for 24 years. Beginning his career as a teacher\, he quickly saw technology’s power to expand learning and earned his M.S. in instructional systems technology from Indiana University\, where he later served as adjunct faculty. Successful strategies for developing\, leading\, and implementing screen time policies and practices in school district settings will be highlighted. This edLeader Panel will be of interest to K-12 district leaders\, school leaders\, education technology leaders\, teachers\, and librarians. \nView all of the recent EmpowerED Superintendent edLeader Panels. \n\nAbout the Presenters \nDr. Doug Brubaker joined Texarkana Independent School District as Superintendent in January 2021. In October 2021\, Dr. Brubaker and his team launched the TISD Imagine 2026 Strategic Planning Initiative\, working extensively with stakeholders to identify and prioritize the district’s greatest needs. This was followed by a citizen-driven prioritization process that led to a $189 million instructionally focused bond package approved by voters in November 2022. Key projects include safety and security upgrades\, new school buses\, a new pre-kindergarten center\, a new elementary school building on the district’s Pine Street property\, expansion and renovation of Wake Village Elementary School\, and expansion and renovation of career and technology education spaces at Texas High School. Construction projects are expected to be completed by the end of 2025. Dr. Brubaker has a bachelor’s degree from the University of Kansas\, an M.Ed. from Texas Christian University\, and a Ph.D. from the University of North Texas. \n\n\nDavid Law is the Superintendent of Minnetonka Public Schools\, one of Minnesota’s top-performing districts. He began his career teaching middle and high school math in California and Minnesota before becoming an administrator in 1998. David earned a B.A. in mathematics from Hamline University\, principal and superintendent licensure from the University of Minnesota\, and a Juris Doctor from William Mitchell College of Law. From 2014–2022\, he served as superintendent of Anoka-Hennepin\, the state’s largest school district\, before joining Minnetonka in 2022. He has also been an Adjunct Professor at Bethel University and the University of Minnesota and has served on numerous boards\, including the Minnesota Association of School Administrators\, where he was President in 2019–20. Nationally\, he has represented Minnesota on the AASA Governing Board and Executive Board. In 2024\, he was named President-Elect of AASA. David was honored as Minnesota’s Superintendent of the Year in 2019–20. \n\n\nMarie Robinson\, Ph.D.\, leader\, innovator\, writer\, teacher\, nature lover\, wife\, mother\, sister\, and daughter\, is passionate about empowering others to live the life they truly want! Serving the public school system for many years\, Dr. Robinson is the Superintendent of Schools for the Bangor School Department. Serving in the Philadelphia and northern Maine regions\, she works to infuse health and wellness opportunities for staff and students so they are able to reach their highest potential. Dr. Robinson believes strongly in public schools providing a high-quality educational experience to ALL students who walk through the doors. She is one of the founding board members of the Katahdin Children and Families Foundation and is an Adjunct Professor at the University of Southern Maine and the University of Maine\, Farmington. Dr. Robinson values a balanced lifestyle and enjoys spending time with her family\, kayaking\, hiking\, meditating\, doing yoga\, and writing. \n\n\nCooper Sved is an elementary school teacher based in Fairfax\, Virginia. In the summer of 2025\, he was selected as the Consortium for School Networking’s (CoSN) Blaschke Fellow. In this role\, he researched and authored work on screen time in U.S. public education\, culminating in CoSN’s 2025 Blaschke Report and the Screen Time Toolkit for community dialogue. Beyond his classroom work and fellowship\, Cooper has held internships with the Educational Testing Service (ETS) and the U.S. House of Representatives. Prior to entering the education field\, Cooper was an active educator\, actor\, and director in Richmond\, Virginia’s theatre community. He earned his Master of Teaching from the University of Richmond in 2021\, his master’s in education policy studies from George Washington University in 2025\, and his bachelor’s in theatre from Virginia Commonwealth University in 2019. He dedicates his work to the memories of Mary Emily Kitterman and Adam Turck. \n\n\nAbout the Moderator \nAnn McMullan is Project Director for CoSN’s EmpowerED Superintendents Initiative\, created in partnership with AASA\, The School Superintendents Association. Ann served as Executive Director for Educational Technology in Klein ISD\, near Houston\, Texas\, until September 2013\, when she and her family moved to Los Angeles\, California. In January 2024\, the “not if but when” happened to us. We’d been cyber-attacked\, and the bad guys were in the house. \nIt started off with a fairly normal outage. Internal sites were stuck\, and printing stopped working. We halted all network traffic as we methodically checked possibilities: power\, hardware\, network servers/services. Then\, our Manager of Network and Security found it—a service account doing way more than it should. \nHe immediately initiated a quarantine\, isolating all network traffic\, “locking the bad guys in the house” as we began our investigation. The two aims of a cyber threat actor\, 1) exfiltrate data\, 2) lock us out for ransom\, were both mitigated by his quick\, informed action. We survived with little loss to operations and no data loss\, thanks to our plan. DESCRIPTION:The CTO Academy For K-12 Early Career and Aspiring CTOs is a program to address the needs of education technology leaders who are new (less than four full years) to their CTO or Technology Leadership position or aspiring CTOs and EdTech leaders currently working in a technology department. Participants will have the opportunity to develop edtech leadership skills including; managing diverse teams\, leading a variety of projects simultaneously\, and collaborating with a variety of stakeholders. DESCRIPTION:CoSN is pleased to offer the first-ever project management course that focuses on the unique needs and challenges of school system technology leaders. Using thought leadership resources and best practices\, this course is aligned to CoSN’s Framework of Essential Skills for the K-12 Chief Technology Officer (CTO)\, the foundation for the nationally-accredited Certified Education Technology Leader (CETL) program. Its structure and content are also based on the Project Management Institute’s A Guide to the Project Management Body of Knowledge (PMBOK® Guide) – Sixth Edition – a global industry standard for project management and the most widely recognized project management model for business and government. SyllabusThe pedagogical approach in the design of this course offers learners rich content\, including prerecorded class instruction that may be viewed before online class sessions. This approach provides greater opportunities to learn in a dynamic\, interactive learning environment where project management concepts may be applied to current education projects that are underway or planned soon.
