2026 Blaschke Report & Toolkit
This report examines how K–12 districts can use change management to help their communities successfully adopt and sustain new technologies, policies, and practices. Drawing on research and interviews with education and technology leaders, it applies the ADKAR framework—Awareness, Desire, Knowledge, Ability, and Reinforcement—to the realities of school systems. The report also offers practical recommendations, supported by examples, for coordinating change management with project management, engaging stakeholders, using data, supporting communication, and building repeatable structures for future change.

Practical Steps, Templates, and Guidance for Helping School Communities Adopt and Sustain Technology Change
CoSN has also developed the School District Technology Change Management Toolkit to help districts implement the recommendations outlined in the Blaschke Report. The toolkit includes a readiness assessment, a change champion guide, stakeholder-planning resources, a communication plan, role-based learning and support templates, ADKAR worksheets, an adoption tracker, a post-implementation reflection, a detailed guide for establishing and operating a change management council, and a post-implementation reflection sheet. This toolkit was prepared as part of the 2026 CoSN Blaschke Fellowship.
