Decision Affirms Federal Commitment to Digital Access for Students, Educators and Communities Nationwide

Washington, D.C. (June 27, 2025) – The Consortium for School Networking (CoSN) celebrates today’s U.S. Supreme Court decision affirming the constitutionality of the Universal Service Fund (USF). By preserving the Federal Communications Commission’s (FCC) authority to administer the USF — including the critical E-Rate program — the Supreme Court has safeguarded the broadband infrastructure that powers teaching and learning in schools and libraries across the country.

As a leading voice for education technology leaders and an early advocate for the creation of the E-Rate program, CoSN has long championed broadband access as a cornerstone of modern education. Today’s ruling reaffirms the federal government’s commitment to ensuring that every student — no matter their ZIP code — can fully engage in digital learning, while providing essential policy stability to sustain and strengthen the broadband access that students and educators rely on in the 21st century.

“This is a significant victory for students and educators everywhere,” said Keith Krueger, CEO, CoSN. “The Supreme Court’s decision reaffirms the federal government’s commitment to ensuring every classroom has access to the broadband infrastructure necessary for modern learning. The Universal Service Fund (USF), and especially the E-Rate program, is foundational to connecting students with high-quality digital resources and instruction.”

As digital learning and public access continue to evolve, CoSN remains committed to supporting the USF, including the E-Rate program, to ensure broadband access is reliable and available every student.
