The debate over student use of assorted technologies, including cell phones, computers, tablets, etc., is an ongoing discussion. In the most recently released 2025 Blaschke Report, Screens in Balance: Education, Technology, and Community Conversations, CoSN highlights the impact of screen time and how districts can address the concerns while also leveraging the positive impacts when it comes to making learning relevant to students today and in their futures.

In this edLeader Panel, three leading-edge superintendents are joined by CoSN’s 2025 Blaschke Fellow (lead author of the CoSN 2025 Blaschke Report). Together, they will share how to effectively approach the debate over screen time in school districts. Successful strategies for developing, leading, and implementing screen time policies and practices in school district settings will be highlighted. Attendees of the live broadcast will have the opportunity to pose questions to the panel.

All registrants for the presentation will receive a link to the recording and to the 2025 Blaschke Report after the live presentation. This edLeader Panel will be of interest to K-12 district leaders, school leaders, education technology leaders, teachers, and librarians.

Doug Brubaker

About the Presenters

Dr. Doug Brubaker joined Texarkana Independent School District as Superintendent in January 2021. In October 2021, Dr. Brubaker and his team launched the TISD Imagine 2026 Strategic Planning Initiative, working extensively with stakeholders to identify and prioritize the district’s greatest needs. This was followed by a citizen-driven prioritization process that led to a $189 million instructionally focused bond package approved by voters in November 2022. Key projects include safety and security upgrades, new school buses, a new pre-kindergarten center, a new elementary school building on the district’s Pine Street property, expansion and renovation of Wake Village Elementary School, and expansion and renovation of career and technology education spaces at Texas High School. Construction projects are expected to be completed by the end of 2025. Dr. Brubaker has a bachelor’s degree from the University of Kansas, an M.Ed. from Texas Christian University, and a Ph.D. from the University of North Texas.

David Law

David Law is the Superintendent of Minnetonka Public Schools, one of Minnesota’s top-performing districts. He began his career teaching middle and high school math in California and Minnesota before becoming an administrator in 1998. David earned a B.A. in mathematics from Hamline University, principal and superintendent licensure from the University of Minnesota, and a Juris Doctor from William Mitchell College of Law. From 2014–2022, he served as superintendent of Anoka-Hennepin, the state’s largest school district, before joining Minnetonka in 2022. He has also been an Adjunct Professor at Bethel University and the University of Minnesota and has served on numerous boards, including the Minnesota Association of School Administrators, where he was President in 2019–20. Nationally, he has represented Minnesota on the AASA Governing Board and Executive Board. In 2024, he was named President-Elect of AASA. David was honored as Minnesota’s Superintendent of the Year in 2019–20.

Marie Robinson

Marie Robinson, Ph.D., leader, innovator, writer, teacher, nature lover, wife, mother, sister, and daughter, is passionate about empowering others to live the life they truly want! Serving the public school system for many years, Dr. Robinson is the Superintendent of Schools for the Bangor School Department. Serving in the Philadelphia and northern Maine regions, she works to infuse health and wellness opportunities for staff and students so they are able to reach their highest potential. Dr. Robinson believes strongly in public schools providing a high-quality educational experience to ALL students who walk through the doors. She is one of the founding board members of the Katahdin Children and Families Foundation and is an Adjunct Professor at the University of Southern Maine and the University of Maine, Farmington. Dr. Robinson values a balanced lifestyle and enjoys spending time with her family, kayaking, hiking, meditating, doing yoga, and writing.

Cooper Sved

Cooper Sved is an elementary school teacher based in Fairfax, Virginia. In the summer of 2025, he was selected as the Consortium for School Networking’s (CoSN) Blaschke Fellow. In this role, he researched and authored work on screen time in U.S. public education, culminating in CoSN’s 2025 Blaschke Report and the Screen Time Toolkit for community dialogue. Beyond his classroom work and fellowship, Cooper has held internships with the Educational Testing Service (ETS) and the U.S. House of Representatives. Prior to entering the education field, Cooper was an active educator, actor, and director in Richmond, Virginia’s theatre community. He earned his Master of Teaching from the University of Richmond in 2021, his master’s in education policy studies from George Washington University in 2025, and his bachelor’s in theatre from Virginia Commonwealth University in 2019. He dedicates his work to the memories of Mary Emily Kitterman and Adam Turck.

Ann McMullan

About the Moderator

Ann McMullan is Project Director for CoSN’s EmpowerED Superintendents Initiative, created in partnership with AASA, The School Superintendents Association. Ann served as Executive Director for Educational Technology in Klein ISD, near Houston, Texas, until September 2013, when she and her family moved to Los Angeles, California. For 16 years, Ann led the district team that provided professional development on technology and 21st century instructional strategies to 4,000 educators serving 50,000 students. She was Co-chair of the Texas Education Technology Advisory Committee, which developed the Texas Long Range Plan for Technology. Today, Ann works as a public speaker, writer, and consultant focused on leadership to meet the needs of today’s students. Ann serves on the edWeb.net Advisory Board and is a founding member of ERDI’s Ed Leadership Council. Ann is co-author of Life Lessons in Leadership.
