The superintendent of Louisa County Public Schools is joined by the district’s director of technology along with the district’s director of STEAM and innovation and CoSN’s CEO as featured guest panelists in this edWebinar broadcast. The district leaders will share the strategies they use to lead their work with their community in leveraging technology innovations to meet the needs of all students. The development of the district’s Wireless on Wheels (WOW) program to provide high-speed access to previously unconnected areas is one of the innovations that will be shared.


Digital equity has proven to be one of the most critical issues of our times. Lessons learned over the past two years have taught education leaders that they cannot solve the challenges of digital equity in their school districts without actively engaging a wide range of community groups. CoSN annually awards a school district with the association’s Community Leadership Award for Digital Equity to honor and recognize those districts that are working to eliminate inequities and narrow the digital access gap. Louisa County Public Schools in Virginia is the recipient of CoSN’s 2022 Community Leadership Award for Digital Equity.

Doug StraleyAbout the Presenters

Doug Straley is the proud superintendent for Louisa County Public Schools and is now in his sixth year in the leadership role. A lifelong native of Louisa County, Doug has served in a multitude of roles for his hometown school division, including as a teacher, coach, assistant principal, principal, athletics director, assistant superintendent, and now superintendent.

As the superintendent, Doug has worked to create a positive, team-centered culture throughout Louisa County Public Schools, and in 2018, he received the Most Spirited Superintendent Award from the nationally recognized company, Varsity Brands. In 2020, Doug was named Region Superintendent of the Year. Under his leadership, LCPS works as a team to fulfill its mission of helping every student reach his or her maximum potential. Doug lives in Louisa with his wife, Kate, who teaches at Louisa County Middle School. He has six children, all of whom have attended—or are currently attending—Louisa County Public Schools.

David ChildressDavid Childress is the director of technology at Louisa County Public Schools. He has over 25 years’ experience working in technology. Under his leadership, his district innovated solar-powered wireless internet mobile stations that were built by students and provide free Wi-Fi to the community. He has also worked on districtwide solar projects that will save the district $6 million over the next 30 years.

Kenny BouwensKenny Bouwens is originally from Upstate New York and holds a bachelor’s and a master’s degree from SUNY Oswego in the area of technology and engineering education. He started his teaching career in Virginia back in 2010 and spent seven years in the classroom. In 2017, Kenny was honored as the Virginia Teacher of the Year for Technology and Engineering Education. After completing the Educational Leadership program at James Madison University, he was hired in Louisa County as the director of career and technical education, STEAM and innovation. Kenny is passionate about innovation and providing quality education for all students in Louisa County.

Keith R. KruegerKeith R. Krueger is CEO of the Consortium for School Networking (CoSN), a nonprofit organization that serves as the voice of K-12 school system technology leaders in North America. CoSN’s mission is empowering educational leaders to leverage technology to realize engaging learning environments. He is the current chair of the Learning First Alliance and is on the Executive Committee of the National Coalition for Technology in Education & Training (NCTET). He serves on many advisory boards including the Friday Institute at NC State University, the Public Policy Advisory Council for the American Library Association, EdTech Digest, and previously, the Education Committee of the National Park System. He is Principal Investigator of the Driving K-12 Innovation series. Keith has a global reputation as a key thought leader and has organized senior-level U.S. delegations to visit Australia, Asia, Europe, and South America to examine best practices in ICT in education.

Ann McMullanAbout the Host

Ann McMullan is Project Director for CoSN’s EmpowerED Superintendents Initiative. Ann served as Executive Director for Educational Technology in Klein ISD near Houston, Texas until September 2013, when she and her family moved to Los Angeles, California. For 16 years Ann led the district team that provided professional development on technology and 21st century instructional strategies to 4,000 educators serving 50,000 students. She was co-chair of the Texas Education Technology Advisory Committee which developed the Texas Long Range Plan for Technology.

Today, Ann works as a public speaker, writer, and consultant focused on leadership to meet the needs of today’s students. Ann serves on the edWeb.net Advisory BoardClassLink’s Senior Advisors Group, and is a founding member of  ERDI’s EdLeader Alliance. She also volunteers as a leadership consultant with Executive Service Corps of Southern California, serving non-profit associations. Ann is co-author of Life Lessons in Leadership, available on Amazon.com.
